How this state changes the estimate

Assessment and taxable value

Georgia generally assesses taxable property at 40% of fair market value. Local millage then applies to taxable assessed value, after eligible exemptions. Local school, county and city levies may each use different homestead deductions.

The default assessment conversion is 40.0% where the state uses a uniform ratio. A certified assessed value takes precedence. Do not substitute a county-wide average for a parcel’s taxing-district rates.

Exemptions and caps

Homestead deductions and senior/veteran relief require eligibility and can differ by levy. The 2026 relief grant is based on an $18,000 assessed-value reduction for qualifying homesteads, with excluded bond and certain district levies. It is not applied automatically here. Use certified taxable bases or the actual approved tax-dollar credit, without counting it twice. The 2026 HOME Act changes statewide floating-exemption treatment for 2027; do not carry a 2026 local participation assumption into a later bill.

Confirm eligibility using the primary source and local office. A purchase, property classification, tenancy type or exemption can change which rule applies. Enter documented local costs and rates rather than carrying a previous owner’s assumptions into the new deal.

A housing-value example for Georgia

Census QuickFacts reports a median owner-occupied home value of $303,300 for 2020–2024. This is a dated housing estimate, not a current sale-price median or a parcel assessment. The source was checked on 2026-09-30.

Without exemptions, a $303,300 illustrative market value becomes $121,320 at the 40% assessment ratio. An assumed combined 25 mills yields $3,033. Local school, city and county homestead adjustments can change different portions of the bill; the 2026 relief grant is not automatically deducted from this example. Use approved certified bases or the actual eligible bill credit. Entering the same relief in both fields would double count it. The median value is housing context, not a county appraisal.

The live model gives $3,033 under these assumptions. Local rates and any illustrative certified bases in this scenario are hypothetical. Replace them with the parcel’s matching tax-year records before budgeting a bill.

The 2026 grant needs a levy check

Georgia’s Department of Revenue reports that the 2026 Property Tax Relief Grant became law on May 12, 2026. Its $18,000 assessed-value relief is for eligible homesteads. Bond millage, certain special-service district millage and tax-allocation district millage are excluded. A rental-property analysis should not assume this owner-occupied benefit. Enter the approved bill credit as dollars only if it has not already reduced the certified bases you entered.

Keep value relief and bill credits separate

In the state-model mode, market value is converted using the 40% assessment ratio. In certified-base mode, the calculator uses the already-adjusted school and other taxable bases you enter. It does not deduct a homestead exemption again. Your assessor’s approval is the record of eligibility. If the current statement contains several taxable bases, total the applicable levies separately and reconcile them to the bill instead of using a county average.

A new rule for a later year

The DOR’s 2026 legislative update describes statewide floating-exemption changes applying January 1, 2027, with a 2026 baseline. This calculator does not reconstruct that future baseline or automatically determine participation and eligibility. Keep the assessment year with your saved report, and obtain the applicable local assessment before budgeting a future acquisition. A rule review date is not the tax-rate edition date.
